Can't Be Repaired went the way of the dodo when they released Pub 86. Anything you find with Can't Be Repaired on it now is an older item.

I think "cannot be repaired" can still show up in reforging. Please correct me if I am mistaken.

Structural Reforging causes the items to have the Brittle property. Fundamental Reforging causes the items to have the Cannot Be Repaired property. Don't use those two while reforging and no more issues.

As long as it is replaced with "Cursed" I'm all for any Neg mod removal. And lesser neg mods like lower requirement, nightsite, -100 luck or greater durability with some high chance of breakage.

Yes you can. Use a horned kit (lesser reforged). If I remember correctly.

With a copper runic and "powerful" selected you can get clean 150 luck pieces. Haven't tried horned runics so I'm not sure what the deal is there.

I use the horned runics to craft my leather (medable) 150 luck armor. Then Enhance with spined, and viola, 190 luck!

On the other hand, spined runics cost about 150k for 45 charges, and horned runics about 2.2M for 30 charges - so spined is still a viable option if you don't 100M or so to spend, use a character that doesn't get hit much and don't mind replacing your armor eventually.
