How do I create a hotbar without a hotbar?

I accidentally closed my hotbar group, so I don't have any hotbars. I can't right click a hotbar to create another one. How do I create a hotbar?

just reopen it because you can't destroy the first hotbar and you can't create hotbars without an hotbar...

It really was gone. I eventually threw out the character data, that restored the defaults.
