Ok, so finally got my OLD OLD account back active and wondering what version of UO I should go with. I see High Seas and the Abyss one.. I do not want to use the enhanced client so I am confused what to upgrade to in order to get everything I can .

I believe that High Seas gets everything. You should be able to use either Classic or Enhanced and still get full content.
can you use the classic client wiht stygian abyss? and to get the boats and stuff, you have to pay extra on top?
You need to upgrade to Stygian Abyss for to get all the new content. High Seas is a addon pack for new boats and other fishing stuff.

No I have Mondain's Legacy with the classic client.. my account is now active so i can just get the code for Stygian Abyss and I'm good to go or do i have to download a new client?
The choice of the client is up to you 100%, regardless of which expansion you have.
Both clients work with all expansions/boosters, no restrictions.
You also need High Seas, if you want to do Lev.7 maps.
The Abyss is essential if you want to do or use imbuing.... which is really nice. High Seas if you don't get that you can't use the new boats and you can't participate in the fishing quests. Otherwise you won't notice much difference. Oh and you can't do Corgul or Scalis.
As for the EC think of that as 2d on Steroids with bonus features and stuff you can't do in the old 2d client even if you use the old UO Assist.
The EC while some of the mobs look "funny" and such basically has features that make it superior to 2d in most ways. However in it's current state can be somewhat frustrating.... Hoping that Bleak and others are working out the bugs they introduced with the last big UI publish.
Anyway there are advantages but it's basically just the game. Abyss and High Seas are the latest expansions if you don't include the 2 that pretty much only added tile sets.

Can I switch between either the classic or the EC if I wanted ? And if I already have the classic, would i need to download the EC in order to choose between the two?

The EC has a lot a lot going for it. The graphics on some of the monsters are amazing and the UI is just awesome. The chat is fun, the map is just incredibly better...
That said... In Luna, it's a lot tougher getting around... I freeze in place a lot. The health bars seem to freeze more often... EM events are a nightmare.
I use the Classic client, but I look forward to EC once things are ironed out. GO PINCO! Love the new stuff.

As it is, i get lagged out with the classic client when too many non static things are around so seems the EC will not be a good option for me at the moment.
Actually I found with my computer that the EC runs 3X faster than the CC.
Returning you have the advantage of been weined off CC. Your eyeballs are not stuck in the CC world. We non quitters had to go behind CC's back and get hooked on EC. CC is mostly kept alive for a few strong reasons. Scripter fanfare is strong with the desire today for any account willing to line EA's pocket. CC users with systems that are about to start 4th grade if they had been born human. CC supports internet connections one grade higher then two cans and a string information transfer. Mostly "change is scary" and the total lack of realizing that the same hotkeys can be set in both clients.
I was one that cursed the new and just wanted UO3d returned. Stretchy grid container and hotbar/macro set up brought me over to the light side. The dark side is just slightly more cartoonish graphics with the harder handcrank to start UI. Either client requires a community school course on how to use and follow up courses on what can be done in game and UO history.
Just bask in the fact the game is fresh new and shines for the long seperated and new players. We grumpy old players will complain about anything while Jonesing for any new patch fix (see how fix is funny and fact at the same time, lol).
