Or how about as a 5th year pick. or less. Let's not add things that other players can't get unless they pay 150 Mill or more to buy from someone who bought a 15+ year acct. I've been playing and paying for over 10 years and I know of quite a few people that bought Vet accounts (and yeah I know there are a lot of players that HAVE been playing/paying since Beta).
I like this better because 17 years is a long time to wait for an item that so many would get good use out of. Even better, would be a gift or make craftable by completing a quest to get the recipe... Maybe even add tinker BODs to the mix and make it a top reward for that?
How about those players who actually NEVER sold their Ultima Online account and have been paying since September 1997 ?
Don't they truly deserve some SPECIAL, VERY SPECIAL appreciation and recognition ?
How to tell apart a player who bought a Vet account from a player who actually had it going since September 1997 non-stop ?
Aside from the active account age, to claim that very, VERY special veteran Reward ask the player to ALSO enter their ORIGINAL registration number for their 1997 that was reported on the back of the original UO jewel case.
If the registration number from the original 1997 CD jewel case matches the account claiming the very, very, VERY special UO Vet reward (and has the 17 years active account age, of course), then the game would spawn the special item.....
Chances are, that players who bought the account do not have nor can get that account original CD Jewel case to retrieve the original 1997 registration number and thus will not be able to claim the very very special Vet reward even if their vet Account is 17 years old....

Didn't I say that a 17th Year active age account can "claim" but which "any age" accounts will be able to use ?
"Any age" means even a newbie account can use it..... the limitation is only in claiming it, NOT using it......

How would this be possible if it's a 17 year vet pick? Sure, anyone can use them, I get that part, but with so few vets at that age this would make the item rare and hard to come by...
No, my vote stays with an item as useful as this being available to the masses...

Hmmm, let's see.....
Just ONE 17th years Veteran Account over that time frame accumulates some 31 picks.
Even if half of them has been picked, there would still be 15 picks possible for each 17th Year Vet Account.
Are there 1,000 17th Year Vets out there ? That would be perhaps some 15,000 jewel boxes potentially being generated and next year (when the current 16th Years turn 17th a bunch more....)
That's a whole lot of jewel boxes that any age accounts could use...........

The issue is that if only 17 year vets can pick them (I have 2 btw) how would the younger accounts use them other than paying upwards of 100+million gold for them? That is what they are talking about.
