they are the lockpicks (grouped in a set of 3) with the wooden handles pointing to the right and the metal part pointing to the left.

I just took a quick look at http://www.uoguide.com/Sands_of_Sosaria to see the years/colors and now after going back and looking again....
I must have "overlooked" this part -----> (1997 - 2012)
