They decided to not release it until Pub 86 hits all shards because reasons.

They also decided to not say anything about it outside of a single post on the sixth page of a thread on Stratics because more reasons.

It could be. Originally they said it would be out Friday, then delayed to Monday and would be out with the patch to Origin and Izumo now delayed until the "all shards" roll out.
