If I understand correctly luck increases the chance for more/higher intensity properties but also increases brittle/cursed/cannot be repaired. I think the consensus is that high end mobs like Eternal Gazers/Unbound Energy Vortexs with medium luck give the best chance of a good item without negatives. With the loot revamp getting rolled out in the next few weeks you should be able to get shame style loot anywhere.
As far as farming for Relic Fragment loot goes, Covetous Lich Room is superior to Shame for that. Can go in with 0 Luck and get Relic Frag loot very frequently, basically every other kill. If you do wear high Luck, practically every kill has Relic Frag loot.
I don't remember a lich room in Covetous in its current configuration. Where is it?
Third level of Covetous, with the door leading into it from outside and the two tall Statues inside. Before the revamp, that was the Lich Room. The spawn in there changes daily, it can be most of the Slayer groups. From Repond, Undead, Demon, Elemental, or Reptile. For me, the easiest groups are Repond and Elemental. The Demon and Undead spawn can be a pain in the ass, because of Necro casters, Daemon Mongbats (which fortunately Bat Slayer Talismans work on) and Diseased Liches, respectively.
Shame loot is heavy on the gargoyle gear. But as Player hinted towards. I hope the creature or the lands we hunt, reflects the type of loot that is dropped. Maybe we should stop labling the new loot system as Shame loot, but plainly as revamped loot.
As far as my reavamped loot hunting I perfer something that has drops that have room for Imbuing. The Wrong 1st floor hunting I perfer and the spine leather is an added bonus. If I am on an unravel hunt I go for the brigand camp south of the Yew lich woods. The ears stack. And that is always a good thing.

'Revamp Loot' makes sense to classify all the regions into one simplified term ( Covetous, Despise Bosses, Shame, Wrong).
I personally call it 'Metallic Loot' due to the Brittle, & Cannot Be Repaired mods, which have a silver hue finish.
I hereby dub thee Covetous, Despise, Bosses, Shame, & Wrong loot as, 'Revamp Loot'. *waves magic wand*
Soon enough it will also just be known as loot. Pre AoS had a loot system also. The new revamped loot just needs a color code used on the title of green, white and red. So at a glance we know what it unravels into.
