Mesanna placed it on Chesapeake.I'm Pretty sure the EM needs to place them.
Someone needs to, but I don't think its the EMs, all the ones I know of that are placed were done by Mesanna (I do wonder if when they decided it should go on Britain Bank, someone forgot that most shards have their own design of that place and so it needed doing manually, automation wouldn't work well...).

Okay, now that my head has stopped spinning, here's what I found at the banks in the last 40 minutes or so for clickable signs to get the Broadsword plaques, as well as information we already had from last night:
Arirang - Sign at bank
Asuka - Sign at bank (it's to the right of the plaque)
Atlantic - Sign at bank
Baja - nothing yet
Balhae - Sign at bank
Catskills - nothing yet
Chesapeake - Sign at tinker shop north of bank
Drachenfels - nothing yet
Europa - nothing yet
Formosa - nothing yet
Great Lakes - Sign at bank
Hokuto - nothing yet
Izumo - Sign at bank
Lake Austin - nothing yet
Lake Superior - Sign at bank

And as much trouble as it seems to be to get these set up, I hope they'll be staying put right where they are and not going on any travels around any shard! I notice just now that the sign on Yamato has no lifespan, but didn't pay as much attention to the other new signs. Do none of them have a lifespan anymore or do some have a lifespan and what does that mean for how long we might have to use the signs to get plaques?

Europa's sign is at the bank; no life span on it.
Formosa's sign is up (east side of the bank) and has a 4 week life span
Hokuto's sign is up at the bank; 4 week life span.
