Making 10 charge shurikens

I haven't had to make these for quite some time. Today I needed some, but they all only have 2 charges each when my old ones have 10 charges. I tried everything I can think of to add, stack, combine these for 10 charges to no avail. I researched UOGuide but didn't see an answer. So hoping someone here can shed some helpful light for me on what I'm not doing right. Thanks

I think you have to put them in a ninja belt and then take them out
