HCI 5 on woodland pieces

How do I create pieces with 5 HCI?

I went to test center and used oak runic kits on woodland gorgets with :
Powerful reforging
Grand artifice
Inspired artifice
Exalted artifice

Vicious of Slaughter.

Out of 50 gorgets they all had only 4 HCI

Am I doing something wrong or just some bad luck?

What about without powerful charge. I made a few parts awhile back and didn't use powerful from memory.

You will not get 5 HCI with Exalted artifice. What is your reason to order two names when you want one mod only?
