it "works" its just not useful. pvp fights arent long enough, and the effects of hit fatigue pale in comparison to normal stamina loss based on damage taken. so, it "works" its just useless in a pvp situation

Fatigue can work against a mage. Considering most mages only run 15-30 stam. Fatigue will never be helpful against dexxers but I've gotten a bow with 40 ssi and 30 fatigue and thought it'd be interesting to use.

tbh the detering factor here is that nobody is likely to run a 15% splinter wep when the 20s are easily available
