Ethereal Retouching Tool - Make it usable while locked down!

With the value of etheral mounts, many players want to change the hue from normal to transperant and back.

I suggest to make it usable while it is locked down, so that house owners can choose to make it public or for guild etc...

This will end a lot of scam / stealing, and not having to hand your items to others for to change it.

I have the tool and a set of eths. I just trade same for same in the tone they wish. Never tried it as locked as a public tubs style. With the number of tasty reward with a limited pick count you have a brilliant ideal.

I'd like it to be usable on an Ethereal Boura as well. not sure if there are any other ethy mounts that cannot be transparent/normal hues, but if there are, make it so!

A few minutes ago someone in gen chat was asking to borrow this tool. It would have made it more convenient and safe if the tool could be locked down.

Normally its the owner of tool that change pets, not give it away - and maybe get it back. So, yes - is why I would like this for all players safety. =)
