With all the stories of bad billing and friends complaining about not being able to talk to a live person I have kept an eye out for a current phone number we can use. Google searches kept providing threads from like 2003 and while I didn't call that number I didn't trust it. Well I found a number we can call on the EA website:
Technical Support is available from 5 a.m. to 7 p.m. PST by calling us at 866 543-5435. No hints or codes are available.

I'm not sure "technical support" can help with billing issues, but they sure could help you find the right person to talk to!
Interesting side note:
Looks like if you are in the US and you click Help or Customer Support you are sent to the help.ea.com website which is just utter trash. However, if you set your country to Canada you are immediately presented with an email, phone number, and physical mailing address. >.<
