Are you referring to the 14th Year Vet Reward Shield? I have always played on Sonoma but recently was introduced to Atlantic by a friend so now have a house and a character there. Did you solve this problem? Do the 14th Year Vet reward shields have to be recharged .. Do they only have 50 charges? eek .. I don't know much yet.
No they cant.
Different shield. Not the vet reward one but the one that comes up with treasure chests.

These are quite easy to replace. When treasure hunting, I toss one to ten of them into the recycle bin daily. A shout out in Chat should get you enough free to strain your storage capacity.
