Does anyone know Dolce?

I'm looking for someone who knows the Dolce character on Atlantic and can speak their language. The character has glacial hair and I've seen them around previous rares festivals.

They have a vendor at my place, 2nd floor in the front. You will likely see them hanging around there. I had to get shumer to help translate because they don't know a whole lot of english.
