Destination shard unavailable?

I had transferred to a Japanese shard (Mizuho) the day before yesterday but when I tried to use my transfer shield token last night I got the message the the destination shard was unavailable (Catskills). I tried again this morning, 36 hours after the first transfer, and got the same thing.
I realize that the shards have to be "synched" to be able to transfer and the shard I am on goes down 12 hours after my home shard, but the two shards should be "synched" since they are both on the same day and have both gone through maintenance.
What gives??? Do I have to wait until Mizuho has another maintenance?

I believe that the European and Asian shards (of which Mizuho is one) have received an update to Publish 82, and the American shards (of which Catskills is one) have not. Thus, the two shards are currently out of sync with each other.
