I have killed Oaks 6 at spirit since the patch and 4 of those times was a small group of friends in a party and no one found armor refinements on his body. I have also killed the Abyssal Inferno champ 2 times with everyone in party and there were no refinements on the body. I did Rikki, Spider and Baracoon and almost every time someone reported getting refinements.

Armor Refinements from Oaks?

Like any loot, it has a *chance* to drop, not guaranteed every time.
If anyone can post that they have gotten a refinement from Oaks at spirit then I will just chalk it up to be RNG but if no one can then its bug report time.
