004. Hire someone to write weekly Factions RP

Rend (5% proc) would be like Bleed, but would add an armor ignore on re-application, while Howl would add a chance for an energy damage based area attack which would increase in proc chance given more available targets (base 15%), and the attack would do fireball-quality damage with -20% damage for five seconds and an added sleep-like "slow" (forced walk) with a scalable duration, based on magic resist, for a base 2 seconds.
015. Add gypsies and tents back to the game, maybe in Ilsh at the least, and have at least one of the gypsies also be a temporary vendor who sells rare colored sandals (throw back to the old days when we used to kill npc shopkeepers for their shoes)
016. Reintroduce the idea of the veteran reward "magic hat" which would spawn magic regeants, rabbits, and the like
