I made something similar once on an older forum style.
would be fairly straight forward, list your items, set your starting price, reserves, bid increments, start and end date/time and if a bid went in reset the end time for 10 minutes or something, make it definable.

it wouldn't fix issues with problematic sellers, but it would help with rules. a moderator would then be able to define if there was an issue and take an action.
