Cannot Be Repaired & PoF

So Brittle is supposed to be so you cannot use Powder of Fortification.. So why is it if the item just says "Cannot Be Repaired" can you also not use Powder of Fortification? I have a good item I would like to PoF and use it till it dies, but unable to since it says "Cannot Be Repaired". It is not cursed and does not say brittle....

I guess since repairing is upping the durability and PoFing is upping the durability they both go hand in hand and the game sees them both as repairing.

My thought as well I guess. Still items that are brittle and cannot be repaired combined is just distasteful.
