Vendors Saltpeter prices never reset on NPC

Been noticing for awhile now that the NPC who sells saltpeter never resets his price anymore. Its at the point where it is no longer fiscally smart to hunt pirates anymore.

Is this an intended change? I never saw mention of it and it didnt used to be like this

This is working as intended. Currently saltpeter is being sold as a commodity which means that the price fluctuates as players buy and sell saltpeter from a vendor. There are other methods in game of obtaining saltpeter either as loot from certain mobs as well as mining up niter deposits.
