It really depends on the item. The Ankh is usable by all. The mining/etc carts are placable by the correct age account - then usable by all. The 10th anniv rugs have to be placed by an account old enough - in a house with the house holder old enough and the rewards have to be claimed by an account old enough. You'd have to research each item for a full list.
I agree on most items - but I would exclude account bound items (Soulstones and Shard Shields) and I would probably exclude the robe/cloak/ethies since they were done to provide a way for the veterans to stand out somewhat.Personally I wish they would just do away with the year requirement all together.... If you are old enough to claim it you ought to be able to sell it if that's your desire and whoever you sell it to ought to be able to use it. JMO.

But yes things like dye tubs, and ankhs, most of the deco stuff should all be able to be used and sold..... banner deeds, wall shields, hanging skeletons...... this stuff should not be age based to use. Yep - those rug restrictions are very frustrating.I would agree with that.
