bracers of alchem devastation hit lightning 0%

I have killed the clockwork exodus boss a lot and noticed one of my bracers says hit lighting 0%. The other ones all say hit lighting 35%.

werent they fireball on those bracers? but I have seen a 40% lighting bracers on catskills locked down in Luna house

They changed the bracers to hit lightning over fireball to stop it from messing up this para blow..

1) Sell unique 0% bracers to crazy rares collector for more money than normal bracers are worth.

2) Buy normal 40% bracers and keep the change.

3) Profit!

This one didn't even need a "???" step anywhere in there.

Does anyone have any additional information on this, primarily I'm curious to know if its a matter of the lightning not occurring or if this is merely a display issue. Thanks!
