Raising Intelligence Score

I am attempting to raise a character's Intelligence score to take advantage of the bonus conferred by a Scroll of Valiant Commendation [replica].

Hitherto I've raised stats by random playing, and stats just seem to go up as I raise skills.

For Intelligence on this particular character this technique has thus far not worked. Granted it hasn't been that long but usually I see some movement in short order, like the system is reminding me I'm doing the right thing.

Any advice? Any more-specific things I should be doing?

Are your skills capped? If yes the easiest way is to turn focus up. Make sure all of your skills you are using are locked or turned up as well. Does not matter what your skill in focus is, your stats will rise quickly when using your mana and stamina. Just cast away.

I usually use Arms Lore/Item ID to raise character stats with a seesaw method:​
Get a soulstone (or 2 if character is at skillcap so you can take one off temporarily)​
Train Arms Lore and/or Item ID to raise desired stat until the skill is at 25​
Put the 25 skill onto soulstone then flush it off​
Repeat​
It can take over an hour to do a completely new character but its easy enough to setup a macro for.​

Generally it help to perform skills who's primary stat is the one you want to raise. There is a chart somewhere, but I don't have the link ATM. It also help if you can actually gain in the skill so it can expedite the prodded if you stone off a skill and go train for a bit to get all the stat gains the stone your skill back on.

Oh of course, the skill has to be pointed up....I.e., the code has to think the skill can be raised, whether it actually can or not.

I've seen it on UO Guide; I just lose track of if that's still in effect this week or if we're in an "any skill can raise any stat" week.

At any rate, the skills mentioned by other posters should work either way.

Each still has 2 stats it can raise, if I remember right, they added at secondary stat that each skill can raise.

I do this all of the time and this is how to raise your Stats: Make sure you have a stat going down if they are maxed.
Make sure the skill your working is set to raise, regardless if it can go up or not. If it is locked or pointing down, you will not get a gain in stats.

Dex:
Get a musical instrument, set a function key to Last Object, double click the instrument to play it once, then hold down the function key and let the music play. If you are at max total skill points, great. Set Music to raise, it won't, but that makes no difference. If you are not at max skill points, then let Music raise to 20, stone off and repeat. Above 20 points, your wasting your time if it is raising.

Strength:
Get an ax or shovel, set a function key to Last Object, double click the ax or shovel once, then hold down the function key and chop wood or mine. If you are at max total skill points, great. Set Lumberjack or Mining to raise, it won't, but that makes no difference. If you are not at max skill points, then let Lumberjack or Mining raise to 20, stone off and repeat. Above 20 points, your wasting your time if it is raising. I find that alternating between chopping and mining works better that just one of the skills.

Int:
Set a function key to Last Skill, get a weapon, and go to Luna Bank. Use Armslore once on your weapon then hold down the function key until you get to 20 points if your not at max. If at max, then just set Armslore to raise. Use the same setup for Anatomy on another player, NPC won't work, or use Spirit Speak. Again, If you are at max total skill points, great. Set the appropriate skill to raise, it won't, but that makes no difference. If you are not at max skill points, then set the skill to raise and use the same logic for max skill points or letting the skill raise to 20, stone off and repeat. I use all three skills at Luna bank for best results.
