Raiders, back or never left?

I'm asking, because not having seen any for sometime, I assumed that the storyline with them was over. However, just a few minutes ago, I was taking a newbie (my nephew) to the Brigand fort, along the road between Brit and Yew, to practice some skills. As we got closer I saw, what I expected, lots of Red Brigand names lighting up. Just as we were getting ready to go thru the gate I saw a Red Raider name then another and another and another... It took me a minute to realize what it meant and yelled, RUN! Almost too late but we made it. Kinda exciting in a way and funny because "Pepper", my newbie, didn't know what the H*$$ was going on, never saw him move so fast, lol. Anyway, I guess the whole town loyalty and raiding is still in progress. Anyone know if there is an endgame in sight and if so what it is? Also, just curious, if you kill raiders between cities to which city are you given loyalty points?
Btw. if anyone's in the mood to kick some Raider butt, they're there right now, this is in Tram Chessy.

Raiders in towns is over.

Raiders are now uber-brigands that happen to camp out with the regular brigands at that particular spot.

Look at it as a dungeon revamp for the brigand fort.

Town Loyalty can still be gained through a variety of means, arresting raiders and dragging them back to town is still one, only now you have to arrest them at that fort and gate them back to the guard captain. There are no more rioters in towns, there are no more raiders, there are no more protesters. Negative loyalty will decay, positive won't (assuming you log in at least once a day). Also killing a raider outside a guard zone, such as at that fort, will make you lose a small amount of negative loyalty. All together you can now gain loyalty to more than one city but it's rather problematic and will involve a lot of decay time of the negative loyalty you'll obtain inadvertently. You can still purchase titles once you declare citizenship. The details are unclear but there'll be some kind of Royal Council involving players with those title at some point.
