Town Loyalty - Easiest/Fastest way?

I have finally decided to do the whole ''Town Loyalty'' Event (read it may be important later for upcoming Events) so just asking, what is the easiest way to Raise it?
Arresing rioters?
Donating items?

I have found that the fastest gains where when donating ingots or turning in bods at the chosen city.

Raw meat and leather from Cows, Kill them in Felucca Despise and you can gather a lot fast.
