I reactivated an account during RtB to refresh a house but on my account page it still shows as being an RtB activated account:

Will this affect my house's decay cycle and stop it from being refreshed?

I tried using a house placement tool and it still identifies me as being an RtB account.
Able to use tool now, but it says I am on a 7 day timer for some reason (house placed around a year ago)

You're on a timer now because your house has become primary by reactivating, the house will refresh by next server up unless it's already greatly or IDOC. The 7 day timer you are stuck with.

House came out of decay about 30 minutes after I posted this

Nearly had a heart attack myself in this situation when I saw my billing not engage until after RTB.. Totally thought I was screwed. But yes it refreshes just fine.
