I have come across an issue trying to place and use a boat. I have never done this before but when I try to it says that I already have a boat and cannot place another.

I know 100% that I do not have any boats.

You might try using the harbormaster. Let us know if that helps!

If you are 100% certain that that character has never placed a ship and/or the harbormaster did not help, then I would suggest you contact CS on this matter.
