Weird scroll drops from champs and harrower lately

Yesterday we got a harrower in Covetous where only 1 of our group of about 15 people got looting rights and all the scrolls. Might be a special situation in Covetous, still someone should have a look into that. I also realized lately that at champs some people get 2-3 scrolls where others of the fighting group get none with all having looting rights. Before people only got 2+ scrolls when the group hitting the boss where less then 6.
Anyone can confirm this or is it Drachenfels shard only. Also can a dev please tell if the new champ scroll drop is intended or bugged. Thx.

Dunno about the looting rights thing, but I can confirm on LS that there are times where a few or so ppl will hit a champ but only one gets the scrolls. Sometimes the one doing the least damage even.
