New Faction gear 4 week timer

Ok.. maybe this is just me being picky, but i'm curious... would there be a way to rather than have to buy new gear with silver every 4 weeks, to be able to keep the gear you have but not wear it until you can donate the silver to keep it? For instance, maybe in your reward box you would sit at like -15,000 points until you got it back to 0, and you could re-equip your gear.

In case you are wondering... i just want to know because i won't bother dying faction stuff if I have to replace it every 4 weeks, and everyone's gotta look cool right? right..... Was disappointed when i had a bunch of phoenix red pigment dyed faction stuff.

I have faction gear that doesn't have that timer and still requires rank to wear is there anyway to convert it so my rank 1 chars can use it?
