The rating comes from the UOCraft Pet Power Calculator.
Is that a 3rd party app? I don't see it on UO's list of approved 3rd party apps.

No, it's not a 3rd party app. It's located here: UOCraft.com » Pet Power Calculator
All you do is put in the stats/resists/skills of a pet and it compares them to the maximums for that type of pet and gives you a rating out of 5.
