Combing tools how to?

Has anybody successfully combined runic tools? I thought it said to stand near a soulforge and double click one tool and target the other. But I don't get a target when I double-click the tool, just the menu.

Was trying on an avatar w/o imbuing, is imbuing required?

Bingo! Imbuing is required but once reforged they can be used by their respected crafters although the results from their use now has been limited due to a mistake (I hope it's a mistake)
