Is there a public use Ethereal Mount Tool on Chessie?

Anyone know where a public Ethereal Mount Tool is on Chessie? I'd like to make some ethereals not transparent. The statue dye tub didn't work.

The names are different depending where you read. I used the name stratics used in it's Veteran Reward list.

Charges would be a problem. They were not mentioned.
