Maybe I'm missing something. This is an item that you put in a house, and it generates a transfer token to one-and-only-one shard once a month. This means that in order to be the unassailable master and commander of the shards you need:
a.) a 14-year-old account
b.) 24 * 25 = 600 free vet reward choices (24 on each shard to get to all other shards * 25 shards [Not counting Siege and Mugen, which you cannot transfer to or from])
c.) since the shield must be placed in a house to generate tokens, 25 houses, one on each shard
d.) and, oh yeah, since these transfer tokens are account-bound, all 600 of your vet reward choices and all 25 of your houses must somehow be on the same account.
Now, if you want to tone down the hyperbolic extrapolation just a few hundred notches, you can go with the scenario of merely having the ability to transfer between just two shards. You only need to have 2 vet reward choices available to you (highly possible), but since the tokens are still account-bound, this requires that you somehow have two houses on the same account, an ability which is only possible for very old accounts with grandfathered houses.
If I understand what you are saying, and if the Shard Shields really work as you describe, then my opinion is that they are a waste of design work for such a high end Vet Reward (14th Year !!) because their usability would be
greatly limited, thus hardly making it worth, IMHO, the waste of a 14th Year pick to get them........
Personally, I'd see them more fit if they worked this other way :
a) - The once per month generated transfer token to be account bound but the actual Shard Shield
not. That is, while the generated transfer token cannot be transferred to another account, the Shard Shield
could so as to generate once per month account bound transfer tokens for that other account even if it did not claim the Shard Shield. This is
especially important since this is such a high end Veteran Reward (14th Year !!!) and chances are, after these many years, that the Veteran has all 7 slots used up by characters
all developed, who have learned Legendary Powerscrolls, Recipes and blah blah. Therefore,
none of them 7 can be deleted to make room for allowing a given transfer on that account. At least, if the 14th Year Veteran player has an additional account, albeit a lower age one, they would be able to claim the Shard Shield on their 14th Year old account and then transfer it for use on their other account which can have any of the 7 slots characters deleted for transfer.
b) - The Shard represented by the shield is
not permanent, but changes. And I add, considering the very many shards existing, as you point out, that this shard change occurs every day at maintainance. This way, the player could monitor for a few days the shield until it represents the wanted shard for the account bound transfer token to be generated to and makes it. Then,
the following month the player will be able to use the shield to generate another account bound token but to a
different shard while using the same Shard Shield thanking to the ability to shift the represented shard, daily.
c) - The Shard Shield could work off of the bank box and not necessarily need to be locked down in a house. This, because as we know, unless one has grandfathered homes, only 1 home can be had on any given shard, per account.
There is a 4th condition I would add to really have these New high end Reward to be really handy and usefull, and I say it because I have read in a spoiler thread text that worries me.
d) - That pack animals carrying items wanted to be transferred along with the transferring character,
are allowed to be transferred along, even if they are not stabled. I am saying this, because the mentioned text says that transferring pack animals
must be stabled, and we well know that it ain't possible to stable a pack animal that contains items.........
