I think that High Seas was probably too big for a "booster", but it has the right idea... take the existing area we have ingame and update and flesh it out.
By the same token, the house tile packs were too small to be a real booster.
And of course such marketing strategies are only last as long as the producer, so I expect the whole system to change under our new producer as well. We'll see what direction it takes I guess.

Maybe with the change of producer came the idea to end the whole booster plan. But we did recently have the whole rustic pack along with the other one (forgot name). Also there is still a lot of time before the year ends, they may be working on one right now. Its not like they tell us everything they're doing and planning.
Cal called this a minibooster in several of his posts leading up to it.

Back in the day we just called these 'publishes' and were free.
Call them publishes or mini boosters but in the end you will pay your subscription plus pay for the long overdue publish/minibooster on top of it.
