Are the Compassion dye gifts done?

I have 4 active accounts. 2 of them I had log'd in last week and they each got the dyes. The other 2 I did not log on last week and when I did today neither got dyes.

Were the Compassion dyes ONLY for 1 week?

Characters must be 30 days old. Must be in a safe log zone. Sometimes you may have to log in and out a number of times to get it to work. You only get 1 dye per shard.

'tain't unusual to refresh the account age servers to let >it< know a character is "active" ...

How long as it been since you logged in with them and did you obtain a dye on that shard with that account already? Maybe you did and forgot? Only one per-shard per-account.

Run to a bank and open your bank box.

Log out, then log in again. This works most of the time to get your character refreshed to receive gifts again.

There's the red (Phoenix Red, I think it's called), Slate Blue, Hunter Green and Lavender that I know of so far.
