[Fishing] Bugged Fishing Quest?

Has anyone experienced having a quest for a port only to have it not be recognized even when all fish orders are filled? I had 4 due for delivery to Jhelom, but only 3 of them were accepted.

How was this resolved?

No, always go fine with me. Only now and then i think a order is complete when i recheck it it had only 10 fish of a order when it needed 20.

After the 4th or 5th time of rechecking, I bow my head in shame. Order asked for 20, and there were only 10.
