I have plants that I grow at two houses that I am friended to. I personally locked down both sets of plants myself. Yesterday, I was able to access the both sets of plants. Today, I wasn't.

I was able to fix the one set of plants by getting the house owner and resetting the permissions. At first I had the house owner release the plants. Then I locked them down again myself but was unable to access or release them. So I had the permissions changed and was able to water them but I will still need the house owner to release them for me at the right time.

The second set, I am unable to fix and paged a GM. GM Akemai was helpful in determining what the problem was. It seems that the security setting owner means owner of the house not the character that locked it down.

No, you could lock an item down and you, the character that locked it down, was the owner of it. When the house owner on the first set of plants, looked at the security setting menu, I was listed as the owner.
