Cal said it was all preset on timers. While it's nice to roleplay and be surprised, people Also have IRL schedules (especially w/ holidays right here), What would be wrong if we were Told what the times are?
I for one have other things to do besides log in Often, go to Every city, only to find them all Empty. Somebody would post about it Eventually here on Stratics, but not everyone comes here

The human Britannia guards are worthless. No gold, even. I just farm the Meer. I dunno how many sashes I'm supposed to want to collect though. They put the better item on the badguys, so everyone will kill them and I'm never going to affect any outcomes.
