I mean, by your argument, one could technically argue that reds should be allowed in Trammel because the evil foes EMs create typically appear there, right? That's probably one of the worst reasons ever to exclude 'evil' characters from something.....

If the Bane want followers, surely they would take them wherver they can get them - and the biggest pool of potential recruits is in Fel. Ignoring that makes little sense, either in game logic or in the real-life terms of involving customers in what is happening in the game.
