Blacksmith Repair Deeds bugged??

So I grab some repair deeds and head to ye old blacksmith shop and stand next to the forge and anvil, double click the deed and get the message, that I need to be in an "alchemist shop"

Huh?

I look at the deed...hmm Grandmaster Blacksmith.. maybe I clicked something in my pack by mistake...double click...same.

So I trot over to the alche shop... double click the deed.. target my sword.. and it's all brand new and shiney.

So is this a bug.. or some new change with the High Seas booster.
