[Fishing] bait not working?

out of the 5 trys i did i didnt get my fish for my quest.
clicked bait - clicked pole - clicked pole to fish and targeted water.
had key on me and was on boat that had the quest and in deep water.

nm i see now that the bait is a named fish which wasnt the one i was currently had a quest for.

Ya...With GM fishing, I used all ten (10) of the bait and never got any of the fish it was intended for.

I think you need 120 fishing to be able to fish those fish up.

I suppose it depends on the fish the bait is for ...
- some require fishing above GM
- those are usually location bound
You can use the best bait for great barracudas for example, but those are only fished up in fel.
