Treasures should be real treasures and what is more treasured than all the things past players have horded. This proposal is to take all IDOC items and throw them into a treasure chest pool and divide them up for treasure chest loot.
There could be mechanisms for measuring the loot quality for a treasure map level, but maybe that isn't important. It could be as simple as the quantity of items in the treasure chest.
What I propose is forget the whole battle over whether peerless reagents should be in a chest or whatever the battle of the day is. Thus, if the IDOC has peerless horded loot then it would be in the pool to be included in a chest. The loot may have lots of ingots if the person horded ingots, or shovels, or runic tools, or talismans, bank checks, or rares.
The bottom line of this proposal is that it would be treasure. Will we ever run out of IDOC's? It hasn't happened yet...
