Recognition of townships will be as follows
one to four structures you are a Settlement
Five to ten you are a Village or Hamlet
Eleven to Twenty you are a Town
Twenty one to Thirty you are a City
Thirty one to Fifty you are a Kingdom/Empire/City-State
Settlement status changing
Growing in house numbers
Decreasing in house numbers
Size of monster invasion force
There will need to be some common theme among the structures
EM Dudley But remember. Just having a house does not qualify you as a "Settlement" The idea is to build community with this so you'd better be doing something for the community with your one house.

There is no requirement that the banner must have the designation of settlement, town, etc. etc. on it, however should that designation be a part of the text requested on the banner it must fall within the specified guidelines previously outlined.
Future Events
Townships are being encouraged to sponsor contestants in future events
These sponsored contestants may be eligible to gain valuable non-tangible rewards.
These rewards would help you gain audience with the Queen

Though the basics are:
It is good for one spawning session on your enemy
These orders cannot be used to grief
The spawn will not last past server up
The spawn will not be placed in the middle of an event (such as an auction, etc)
And to answer a question that was asked in email -
Mesanna is not going to destroy the banner of a town that is defeated during township fighting.
1. Scrolls are the property of the possessor. How one obtains the scrolls is of no consequence to the Crown.
2. Scrolls will only be accepted from the Township leader or their appointed ambassador to the Crown.
The nature of the dispatch orders will be made clear before long, but don't count on your crafters not being targeted simply because they are crafters...if your crafters safety is a concern perhaps you would want to ensure their safety by posting a guard or look for future dispatch orders that enable the user to call upon defending npcs.
Town Event Books
A book can be locked down on your banner for upcoming events
These will be locked down two times per month, on the 1st and 15th
Place any books, including red leaves into mailbox
