As far as I know, there are three types of items in game that do this - one is a seer item, two are from events - (self immolating notes (4) and this one (one of three)). Although i havent asked him yet, I will want SupSoc as a broker. Starting bid is 500 Mil, minimum increases are 5 mil. All bids need to be public and in this thread. This may be the only chance to bid on an item with this property.
