Tattered Remnants of an Ancient Scroll is a quest item that is needed for the quest Putting the Pieces Together given out by Axem the Curator. They can be found as a loot on various monsters inside the Stygian Abyss Dungeon and Underworld.

This - 2nd part specifically - reward is usually a couple of ML gems, 5-8 normal gems, one of the new collectible books, and 6k gp. It requires 5 to do the quest.

You may have to toggle through a time or 3 to get him to give you that specific part of the quest line.
