Regent statue, what is it called?

I thought to myself how useful it would be to have one of those statues that give you free regents every day. Part of my problem is though, I don't know what they are called. Just like in real life, when you want to find something you simply can't, lol. I don't remember where a house is that has one set up for me to hover my mouse over.

Can anyone tell me what they are called? Or possibly where they come from? Are they perhaps a vet reward or something?
