What are the columns for?

As a whammy you need slayer and the lowest elemental resist of enemy as type of damage on your weapon. Cast curse weapon, and lightning strike or armor ignore the crap outta something. The damage output is much less than that of a chiv sampire, but unlimited mana and curse weapon are the advantage. You can also chug cure pots.

Do you plan to use necro spells regularly, other than casting wraith form and curse weapon? If so, it may be wise to raise your necro. If not, you can lower it to make room for other skills. A possible template is:
120 mace
120 bushido
120 parry
120 spirit speak
100 tactics
80 chivalry
60 necro
And this is somewhat flexible depending on your needs. Note that this template does not include healing. The benefit of this template is using curse weapon to heal. Also, I don't think you can cure or rez with bandages since you don't have anatomy on your original template. Once you get better equipment and higher skills, you'll dish out more damage and take less damage.

What are the columns for?
The left is Modified Skill
the one to the right of that is Real Skill
The Third one doesn't seem to have a purpose since it's always 0.0
and the last one is his scroll cap.

What he has them for? I have no idea.

This is my Wammy setup. He's fully scrolled and I am finishing up the last bit of his training. I have 300 points with the weapon, bush, and parry to give me the max reduction in special moves mana cost. That was important for this guy because he will be a spawner who relies on whirlwind.

Race: Elf

120 Swordsmanship
120 Bushido
120 Tactics
100 Spirit Speak
100 Anatomy (or Resisting Spells against necro casting mobs)
60 Parry
60 Chivalry*
40 Necro

*Boost via Items to 73

Base Stats:
120 STR
10 INT
125 DEX

Mace and Shield Glasses (30 HLD, 5 DEX, 10 STR)
Imbued Mempo (7 SI, 7 MI, Resists)
Imbued Chest (7 SI, 7 MI, Resists)
Imbued Arms (7 SI, 7 MI, Resists)
Stormgrip (25 DI, 8 INT)
Fey Legs (20 DCI)
Weapon (Typically Radiant Scimitar w/20 SSI, 25 DI, Super Slayer, 50 HSL, 50 HLL/HLA/or Hit Area)
Crimson Cincture (5 DEX, 10 HP, 2 HPR)
Shroud of the Condemed (5 INT, 3 HP)
Conjurer Trinket (20 DI, 10 HCI)
Quiver of Infinity (5 DCI)

Ring (Imbued Essence of Battle)
30 DI (120)
8 DEX (110)
8 STR (110)
10 DCI (74)
10 HCI (76)

Brace (Imbued)
+13 Chivalry (122)
7 DEX (97)
7 STR (97)
10 DCI (74)
13 HCI (113)

The only piece I am missing at the moment is the Mace and Shield Glasses. I'm temporarily using an imbued Kasa with 63 resists, 7 Stamina, 4 Hit Point Increase, and 7 Mana Increase. I'm running with 144 hit points and 173 Stamina. So far I really like my Wammy, but he definitely takes more of a beating than my Sampire. Note I am purposely trying to go with lower parry. Without the Swamp Dragon and the parry I get hit more, but I was ok with that. My main foes will be lesser monsters most of the time except for bosses. I'm going to use him for spawning where I won't have to worry constantly about my Karma.

I hope this gives you another idea to consider. I may yet adjust his skills and go to 120 Parry, but so far so good.

I'd drop Parry and boost Necro to 100.
I actually completely forgot that there had been a JoaT nerf. Don't even notice the effect on Whirlwind.
... then again dont have 40 LMC

Well, I might just do that, but we'll see. I just wanted to give the OP an example to think about. I've already got a "Connors' build w/Parry" sampire so I wanted to try something slighly different. I think the biggest difference I notice at the moment in damage taken is due to the swamp dragon and not the parry reduction. I also need to test evasion to see how it works with only 60 parry and 100 anatomy.
