There's a vendor really close to Yew moongate that sells bags of the pet summoning balls.. Ginsu's vendor in the S/W corner of Zento (makoto-jima moongate) usually has bags of sending + powder..

My house now has a couple vendors too. I know one of them has a good deal on Powder and Summon Balls.

About one and half screens West of Yew Moongate.

Vendor name is "Sex Shoppe" (Hey, I didn't name it!)
