Are Keep roofs accessible?

I have seen statues and items on some of the Keep roofs and am wondering how you get up there and if they are all accessible.

Can you get up on top of the middle roof?

Sweet!! But I don't see one in my immediate future.

I don't know if it still works or not, but I remember hearing that someone placed an icy patch on the 2nd floor of a keep, ran across it, and when they slipped, they landed on the roof.

Again, not sure if it works or not.
